Expert Opinion for GUGiK
The Institute, in collaboration with consulting company KON-DOR, conducted an expert opinion for the Main Office of Geodesy and Cartography (GUGiK) regarding the implementation of new directions for the INSPIRE directive. The objective was to support GUGiK in identifying priority actions in the financial perspective 2014-2020 concerning further INSPIRE implementation in connection with the European Digital Agenda (EAC). The expert opinion included:
- Analysis of the current state of INSPIRE implementation, particularly in relation to EAC goals, considering costs and benefits for citizens.
- Assessment of possibilities for EU funding support aimed at developing electronic services and digital competencies related to geoinformation.
- Identification of goals to achieve in this field and indicating tools to achieve these objectives.
- Recommendations necessary for effective implementation of actions, ensuring added value in geoinformation and reusing official, public sector geoinformation at various levels of detail.
- Analysis of the development of e-services in Poland compared to other EU countries concerning geoinformation, stimulating the development of e-service market by supporting micro and small entrepreneurs, activating supply of digital services and products, and determining future spatial data quality standards.
Consulting Service for m.st. Warsaw
The Institute, along with 300 D&C company, provided expert support related to the construction and development of spatial information infrastructure for the city of Warsaw, specifically the Central Spatial Data Base (CBDP). The scope of work included:
- Development of expert documentation concerning spatial information infrastructure for Warsaw.
- Participation in working groups and tender committees as a technical expert.
- Support for the proper functioning and development of spatial information infrastructure.
- Methodological support in project management.
- Expert support in software engineering.
- Quality reviews for projects carried out within CBDP.
Expert Opinion "INSPIRE Roadmap for the Ministry of Environment" (Warsaw 2016)
The Institute, in collaboration with consulting company KON-DOR, prepared an expert opinion for the Ministry of Environment, which included an analysis of the INSPIRE implementation status in the Ministry of Environment and a roadmap for necessary (due to legal obligations) and optional (based on best practices) actions leading to proper and timely implementation of INSPIRE requirements. The comprehensive opinion covered 12 out of 34 spatial data themes from all three INSPIRE annexes, focusing on units supervised by the Ministry of Environment. Additionally, a concept of spatial information infrastructure for the Ministry of Environment was prepared, along with many recommendations, including data harmonization within the ministry, the feasibility of building IIP in various scenarios, and potential risks and responses to them.
Technical Guidelines for Identifying Data Sets for INSPIRE Topics (Warsaw 2016)
The Institute, in collaboration with consulting company KON-DOR, prepared technical guidelines for the Ministry of Environment, providing support in identifying spatial data sets for the following INSPIRE topics:
- Natural risk zones (3.12)
- Distribution of species (3.19)
- Habitats and biotopes (3.18)
These guidelines aimed to adapt spatial data sets to INSPIRE regulations and were intended for potential administrative bodies and third parties responsible for or dealing with data in these subjects.
