During the webinar, the latest trends in artificial intelligence, such as Retrieval-Augmented Generation (RAG) and autonomous AI agents, were discussed, highlighting their potential to support work in public administration and business. The session covered how to embark on the AI journey in public offices and how to minimize risks associated with AI implementation.

The discussion also included the evolution of digital tools in public administration, with a particular focus on the potential of chatbots. Solutions were presented for issues related to transferring data from analog and digital documents to IT systems, including the introduction of AI without requiring changes to existing public administration systems through the development of AI overlays.

During the webinar we were reflecting on the evolution of digital tools in public administration, emphasizing the potential of chatbots. In an era of increasing demands for digital accessibility, we posed the following questions:

• Will chatbots be the key to facilitating access to information?

• Will they assist in the implementation of horizontal policies and enhance citizens' satisfaction?

• Will the average citizen benefit or lose from this AI revolution?

• Will people find information more easily and feel better understood thanks to chatbots?

Like every new technology artificial intelligence brings changes. We aimed to demonstrate how these new tools can assist administrative bodies in fulfilling their statutory duties, avoiding potential legal consequences and penalties for non-compliance, and relieving the burden on government officials to communicate with all of us.

During the webinar, topics related to the use of Unmanned Aerial Vehicles (UAVs) were discussed. A discussion was initiated about the immense benefits in such aspects of Public Administration activities as environmental protection (air quality monitoring, identification of sources of illegal emissions or garbage dumps), public order (identification of illegal economic activities, mass events) and promotion (marketing films and photos). The benefits and risks of using this technology were considered, and ways to minimize them with little effort were discussed.

During the Webinar we showed how to solve problems of transferring data from analog and digital documents (contracts, invoices, notarial deeds, technical documentation, etc.) to various IT systems. This is a problem faced by both the private sector and public authorities. A well-known issue in offices is, for example, the problem of efficient handling of many thousands of court notifications, notarial deeds or administrative decisions, from which selected information must be entered on an ongoing basis into the office's field systems.

During the webinar, we discussed the advantages, threats, and ethical issues associated with the evolving artificial intelligence. The discussion covered topics on the future of education, healthcare, and the job market in the context of AI. We also pondered the role of philosophy, threats to democracy, and whether it will be humans or AI that takes control over technology. 

During the webinar, the principles of operation and structure of the OpenAI chatbot were presented. The revolutionary impact it has on the field of artificial intelligence was explained. Various ways of using OpenAI tools for drafting articles, letters, responses, and conclusions were discussed. Its capabilities were showcased, demonstrating how it can streamline daily tasks. Additionally, attendees were informed on how to use the chatbot consciously, safely, and effectively.

During the meeting, tools for automatic information extraction from documents, semi-automatic updates in the Land and Building Register, and the construction of a knowledge base about documents and real estate, transactions, and prices were presented. This knowledge base can be searched by using natural language queries.

During the webinar, the possibilities and practical examples of using artificial intelligence/machine learning in geodesy and geoinformatics were discussed. Solutions already implemented by public administration bodies in Poland were presented, as well as trends and new areas of applications.

During the webinar, the requirements imposed on public administration bodies by Commission Implementing Regulation (EU) 2023/138 of December 21, 2022, establishing the list of high-value datasets and the conditions for their publication and reuse, were presented. The session showcased how to meet these requirements within the short timeframe of 16 months specified in the regulation.
